Important: the Bay Area rule on gas furnaces
The Bay Area Air District adopted Regulation 9, Rule 4 in 2023. It sets a zero NOx emissions standard for new gas furnaces sold and installed in the district, effective January 1, 2029.
Santa Clara County is inside the district, so San Jose homes are covered. Here is what that does and does not mean:
- It does not require you to remove a working furnace.
- It does not apply to gas stoves or cooking appliances.
- After the effective date, a replacement furnace must meet the zero NOx standard, and the products that meet it today are electric, such as heat pumps.
- The Air District said its board would consider flexibility amendments in 2026, so the timeline could change.

If you are choosing a furnace today, you are still allowed to install a compliant gas model, but it is wise to think about the next replacement, too.
Is it time to replace your furnace?
Replacement is worth pricing when several of these are true:
- The furnace is 15 or more years old.
- It needs repeated repairs.
- A heat exchanger crack was found. A furnace with a cracked heat exchanger should not be used.
- Heating bills are rising or some rooms stay cold.
- Your air conditioner is also old, and you would rather replace both at once.
